some limits will be based on IP, some on accounts.
please notice IP is not always a good choice, because many people DOES NOT have a personal IP.
anyway, your request raises a big design problem: there is no way to script with HFS. it is a long time i like interpreted languages for the extensibility of the result. HFS was not made with an interpreted language. sure, it can be solved with plugins, but plugins takes much longer to be crafted and are harder to maintain.
everyone has a different need, who will craft a plugin just for you?
that's sad. that's not where computers should be going.
