I have low-cost of phone internet.
I want it used.
1. Your phone must me connected to Internet ALWAYS. I doubt it is possible. Mobile ISP have very short idle-disconnect time. Your server should continuously communicate with outside server to keep connection alive.
2. Even when it is connected I don't think your phone is accessible from the Internet. I even doubt it has proper external IP
3. Why would you need such server? The whole idea of HFS - make home computer's data mobile and accessible from remote location. But your phone is ALREADY mobile along with all its data.
