it is an old version of admin panel, only the account admin ha&s all right to use this version

you have to use this default template (included admin panel and password self change for users)
http://www.rejetto.com/forum/index.php?action=dlattach;topic=6498.0;attach=3956

you have to modify the list of users-admin in to the section [special:string]

[special:strings]
adminpanel=mars;rejetto;meph++;

i had a quick look at this "panel", and in my opinion the best solution may be

1.
to change this line
{.if|{.%user%=admin.}|
in
{.if|{.member of|administrators.}|

2.
go to hfs > accounts, and create a group "administrators"

3.
in the same place, select the accounts you want to access the panel, and set them as "member of" the "administrators" group.

rejetto ta solution est plus simple mais elle permet à un 'administror' d'ajouter d'autres compte en tant qu'administrator.

an operator on the forum can create an account and give him the operator status.
with my tpl example , only the administrator can change administrators list in hfs.tpl, Operators can change heights of parameters on accounts, but never grant them administrator's status ;)
