need help for "speed limit"

I want HFS to enable speed limit for per single ip address,how can i do this?
this function is Important to me. Is any other software Has this function?

for now you can do it using accounts

or it is a name of one software,and this software can limit speed for per single ip address? is there more Introduces for it? thank you.

menu -> other -> users

you can limit the speed and create users with "no limits"

every user of access my Website must be limited speed.

and the speed limits of HFS option is for total in/out. not for per single ip address. and i can't limit one connection for single adress because of other reason.

so ,how to Solve. :?
