HFS already does this automatically by default?

Yes, it does.

Your going to have to provide more information about your problem cause everytime HFS it is opened it will automatically load the saved Virtual File System. IF it doesn't, you haven't saved your Virtual File System. We can't read minds.

Menu > Start/Exit > Reload on startup VFS file previously open.

Have you checked to see if that is checked?....

if you pass a vfs file on the command line, HFS will load that file.
so, you could even create several shorcuts to HFS, each one starting a different vfs file.
