1. you should not try to download yourself by using the external IP
2. if you want to test over-the-internet, use the self-test (in the menu)
3. i don't understand if you have problems because of your external IP not being fixed
4. the "accept connections" should be left on the "any address". That option is to "reduce" functionality (security), not for you if you are still trying to get something working.

what should the Ip address option be set on for other people  outside my network to be able to dl the file.

What I am doing is using the ftp server as a redirected download for a game server.

use the self-test.
the address displayed after the test is successful, that is the address you should use

the address shown after the "successful" is the one.

i don't understand what's the page you are talking about. the self-test is known to never give you a web page in any way. just a standard message dialog.

The webpage could be the configuration of your router. Check and disable remote administration insde the router.

1) I should have said directory,http://localhost#/filename/, when I said page, my fault for the confusion.
When I try to view that even when it says test were completed successful?
2)should my ip addy be set to the external ip or the ip within the network?

1) i don't understand the point. the self-test it's about working over the internet. "localhost" is not even for working in your lan, it's only by your own. so they are totally different.

2) the IP you choose has no effect on other people. it's for your convenience, to copy&paste the correct url, or rather the one you are going to use.
since you are going to work with people over the internet, you'd better choose the external one.
THEN, it won't work if you will give that same url to people in your LAN.

You can omit the port only if it is 80.
