I'm currently seeing lots of traffic on my HFS site with the log show the following:
Date/Time IP Address GET /~folder.tar?recursive
I know that this is a valid Address Operation, but HOW can I Disable it!

Disable Recursive Listing? its in the menu somewhere. Will disable internal aswell though, you cant be specific with it. I always said that it should have accounts like upload but rejetto didn't think it necessary.

either right click on the folder and set access to only certain users or untick archivable.
