If it is a proxy designed to block POST (uploads) there is no way around it, at least with HTML. You would have to ask your administrator if it's a technical issue or if this is a legal enforcement.

If You are on a large corporate network, its probably
being blocked.  HFS isn't useable at all on mine.
Can't log in or upload to my HFS running at home.
I Can download from my public section, though.
