HFS ~ HTTP File Server / When I select Run HFS when Windows Starts

When I select Run HFS when Windows Starts it will start with windows but it always says "server is currently off " and I have to turn it on manually after a reboot. I have looked every where in the menu and searched forums and I am missing something. I have tried to save the file while it is on and that does not work. If this is by design then whats the point of run when windows starts option. if I overlooked something please educate me.
