A possible way to announce something, is to put a comment on the root folder, or where people normally access.
The comment will appear on top.

Does this require a virtual folder?

Is there any way to present a custom message upon login (which would be linked to the account of those logging in)?

Say that I have added some files, I would like to announce that, to save any visitors time when searching.

...The archive format is tar. It's not zip, but any archiver software supports it, also freeware ones.

My favorite being 7-zip
