HFS ~ HTTP File Server / Unwanted 150kB/s limit per connection

Hey all, been using HFS for a while. I switched over from FileZilla since it had compatibility issues with many people. HFS has been great with compatibility, amazing program!

But I've got a problem, the connections seem to max out at 150kB/s. I've checked all settings under limits and I see nothing which is specific to per-connection.
With a download accelerator, it splits the connections and goes 1MB/s or more total. Since the download accelerator requests 8 connections, it goes 8 times as fast. I'd like all my clients and friends with whom I share files to attain full speed even without a download accelerator. Without a download accelerator, it will max out at 100-150kB/s. With one, as you see below, the same IP can download 5 - 10x as fast. I'd like to give out the files at top speed with only one connection.

Am I overlooking some setting for per-connection speed limits, or is this some bug, or any other solutions?

EDIT: additional info.
For some people, it can actually go 500 - 700kB/s mostly within Scandinavia. FTP never had this problem and would max out within Europe.
