HFS ~ HTTP File Server / need help for "speed limit"

every user of access  my Website  must be limited speed.

and  the speed limits of HFS option is  for total in/out. not for per single ip address.  and i can't  limit  one connection for single adress because of  other  reason.
 
so ,how to Solve.  :?

sorry, i  don't  understand what you mean. :?:  :?:

is  "accounts" one  function  of  the HFS? (but i can't found where it is)

or  it  is  a  name of  one software,and this software can limit speed   for per single ip address?   is there  more  Introduces for it?  thank you.

I want HFS to enable speed limit for per single ip address,how can i do this?
this function is Important to me. Is any other software Has this function?
