So i am running my server atm, and my friend is trying to download from it. when he does he is only getting speeds of around 250 KB/s, which is slow considering my internet supports uploads of 10mbit. (http://www.speedtest.net/result/1580417989.png)
here is a screenshot of my friend downloading from my server:

as you see, he got an average of 211 KB/s.
i had another friend download as well, same result. and he sent me his speedtest result after, showing he has fast internet too.

The first person downloading was in Norway (same as me) and the second in England.
I am using port 80 to forward the server. hfs build2.2f

I also tried port 9090, same result...

Whatever is the rate of transfer on download for all, the rate of download of your friends is necessarily lower than your rate of upload when they are downloading from your hfs
The big difference of the obtained values can be understandable if some are shown in bits/s or in bytes/s
