is it possible to set a page other then template's for Ban ip's
or also can we ban via MAC Address?

if i ban some1 i can redirect it to a page design by me, or maybe there is a template option that can allow me to edit the page.

You can entirely modify the template that hfs uses, information about that is located HERE (http://www.rejetto.com/wiki/index.php?title=HFS:_Template)
The symbol's that you are wanting to edit are [error-page] and [ban]

if you don't get how to customize it, you can ask here.
i put the MAC address in the to-do-list, but don't wait for it.

FYI, even with DHCP you can have static IPs by using a MAC-IP table (any good server has one)

i know that rejetto with the help of reserved ip pool but am not a server admin i am a user at cable

Don't forget that MAC addresses can be spoofed. I've spoofed mine for years.
