hi, i have lots of leeching bots that disregard my robot.txt file, from the same country. can i ban a range using a service like ip-to-country ?
is it needed? do those range change frequently?

HFS doesn't offer such feature.
you could achieve it by having programming skills and a lot of time.

use PeerGuardian2 (http://phoenixlabs.org/pg2/) or a similar app. ;)
