Title: Sending and Receiving files

Is it possible to have a person who uses Internet Explorer send a file to my computer running HFS? 

Can I use a program such as FTPCommander to connect to my computer running HFS?  I can upload and download from inside FTPCommander.

Yes, you can. Create an upload enabled directory (real folder).
Use the search or the wiki.

you have to use internet explorer, or another web browser.
you cannot use an ftp software.

No.  HFS is a HTTP server.  FTPCommander is a FTP client.  Two different protocols.
