Title: How to block sections download from users?

I think and have problem when user coming in to my server to download file and users use download manager is split section many and more related to effective another user download slow down. How to block or setting up program config and run command hfs to block section when users use DAP / IDM or other download manager. I want to lock 1 section per 1 user.

menu -> limits -> max simultaneous downloads from single address

set it 1
