HFS does support such large files. It seems that your client doesn't. Internet Explorer and Opera can handle files up to 2GiB, Firefox up to 4GiB. If the file is >4GiB, you need a download manager. One that supports large files is Getright (http://www.getright.com).

Another download manager that you can use is Flashget (http://www.amazesoft.com/)

did you test it with 4GB+ files ?
-
Yes, it supports them on NTFS
FAT32(as well as Fat16) does not support files over 4GB.
