All you have to do is:

1. Make a folder on your hard drive and call it Upload (or whatever you want).

2. In HFS Virtual File System, right click on / (root) and select Add Folder.    Add the folder you created in 1. above.  Make it a *Real* Folder.

3. In HFS Virtual File System, right click on the Upload folder you just added in 2. above,  and select Upload -> Upload for users -> Anyone

4. Save your file system.

5. Go get a beer.

6.  Sit Down and  Relax.

7.  Wait for someone to upload you something.

8. Done!

Maybe I am misunderstanding what your problem is.  I thought it had to do with setting up the HFS upload function and getting it to work.  But I guess not.

You mention you have to restart server time after time.  Why???  What is happening that you have to do this???

Unless you can better explain what problem you are having, I cannot help you.
