is there anyway i can set multiple usernames and passwords to access the server so i could set limits for them

To define Accounts (different users):
Go to: Menu --> other Options --> Users ...

In order to define access rights for these users Goto VFS window, right click a file or folder, click on "Restrict access" and set marks.

Also, make sure you're in Expert mode first.

ive done tht but wen ppl try to use the username and pasword it doesnt work i hve done the restricted stuf and it doesnt work

what's the problem
don't just say "doesn't work"
try to tell us how to reproduce your problem
