No Pipe from ini

Has there been a change to this I missed? It no longer returns the list,
from the ini here.
Any one else confirm?

Your memory is certainly better than mine !  
However, now this

/if.}in the main template always returns "result 1" with bans in the ini ban-list or
when it is empty? It did work before, and I've changed nothing about it, just hadn't
used it in a while.
So what else about this have I forgotten?  

AND NOW
I find that I can't go back past build 263 to test this. When I do I get a error
section styled like my tpl in place of my default file mask, that says "Forbidden File".
I have no such text anywhere.  

Up Date
I found a back up of my 246 directory and the code above works.
Here it works in 253, in 254 does not. I see it as a bug in 254 and up.
