Title: Banned IP address able to connect

Hello,

I'm currently using HFS to host several files, however there is an address able to connect. Although a ban rule has been set yet it keep trying to connect. I'm using LAN connection in a campus.

yes, that's what happens: they try but they don't succeed. Firewalls and similar reject attempts, don't prevent people from trying. :)

the connection arrives and is refused. I guess you left the disconnected visible just for making the screenshot.

is there any problem with it?

Yes, i have seen that issue before, double check to make sure your log is not showing baned ip adress, the ip may be banned, but it may not be getting access due to that rule, also try the heck box option Disconnect without reply...
