Limit Download Speed for every single IP

Well, this is some kind of feature request. Is it possible that HFS limit each ip to a maximum download speed.

Example:
User 1 - 10kb/s
User 2 - 5kb/s
User 3 - 100 kb/s

so on....

hmm, it can be done for sure on a connection basis
you are asking on a user basis, hmm
how to implement?
it may be thought as a limit on a set of connections...
it may be a limiter object shared by the set
hmm, it may work :idea:
