HFS ~ HTTP File Server / Pre-veiw Speed VS. Download/Upload Speed

Quick question that's been bugging me for a few months now..

Why are pre-view speeds higher (ruffly 1MB/s on my end -running server-) then upload or even regular downloads?..

My norm for downloads hit around 200KB/s while uploads are around 120KB/s..

I can understand about upload speeds being rather low (even though 120KB/s is to low for my ISP witch is running on a 2MB/s Upload connection & a 10MB/s Download connection :'()..

The thing that seems odd is on a normal download shouldn't the speed equal the same as a pre-view download speed?..

Maybe a dumb question but I just had to ask as I did not see it within the searches here..

EDIT: If it really matters or not Im using the latest beta (as of date posted) witch is #266
NOTE: does not matter what templet I use as all downloads/uploads are slow on my end..
Limits are all disabled with in VFS..

*Any suggestions or pointers on why streams are faster then normal Down/Uploads*

I do not believe any users but the sever holder could create a new folder with in the ROOT of the server..
If you look within the PROPERTIES - PERMISSIONS TAB you will notice that only ACCESS & DELETE are shown..
UPLOAD is not found at all..

I believe this was set like this from the main build..
I could be wrong as I never used a beta besides this build however I really think the only way to make a folder (or to upload anything) to the ROOT is done by the server controller only..

If Im wrong please correct me ya'll

I would also like a feature like this as I believe this is the only thing missing from the build..

Would love the option to have my admins move folders or files to any place they wish on my server.
As it would save the hassle of myself doing all the updating on the server..

(NOTE: already spoken about this with in the #266 build thread ~ sorry for double posting this)

Working great on my end so far!..
Still wish there was "MOVE FOLDER/FILE" option with in browser so my Admins can move there own files with out myself having to..
First Beta build I have ever used..
