I have everything configured properly, but when I ran a test from outside my network I received the "Under Construction" page. It connected to my server but said that it was still being worked on. can anyone help me?

What did you configure? Did you edit a page on the server to "Under construction"?
If not, maybe you reqested the incorrect server?
Please ask better, you'll get better answers.

I set port 83 as the port to accept web requests. I created a test page named index.html and placed it in the root directory. I gave the web address to a friend of mine outside my network and had them test again, and still received the "Under Construction" page. I'm running it on a Win XP Pro computer without IIS. *had too many problems with it*

HFS version?
Router? Port 83 forwarded?
Did you doe the HFS selftest?
Can you see your page on localhost / 127.0.0.1:83 ?
Is it really "Under construction" or a page not found?
Try with port 80 and go through google proxy
http://translate.google.com/translate?u=http%3A%2F%2FYOUR_SITE_OR_IP_HERElangpair=en%7Cen&hl=en&ie=UTF8
(works on port 80 only!) This test you can do from your browser, because it's directed back thrugh google. If you see your site, your friend should see it too.
Did your friend enter the address like yoursite:83/   ?? I found out this evening that the slash is important.
Good luck.

Try this:
Run HFS2.0a with default template on port 80.
Firewall, if present, should not block HFS or port 80.
Browse to http://127.0.0.1 , if you can not see your HFS, then check wether HFS is switched on.
If you still can'not get localhost redownload HFS and try again

Forward port 80 to the machine HFS is running on. Do the selftest. Does it say that you have acces to the internet? Yes, then check with
htttp://translate.google.com/translate?u=http%3A%2F%2FYOUR_SITE_OR_IP_HERElangpair=en%7Cen&hl=en&ie=UTF8
If you see your site, you are fine, if not

check your ip address something like 192. ... or 10. ... this is your LAN IP. Find your external IP and try again. Still dont get your site by googleproxy? Maybe you are behind a firewall/proxy, you can not be reached from the internet, sorry. (Or ask the proxy/firewall admin to forward to your machine)

Do you have another server running? Strange thing is that you get "Server error" and your friend "Under construction" with the same request.
What is the exact response from the HFS selftest?
