HFS ~ HTTP File Server / Run HFS when windows starts not working !

I have one problem with "Run HFS when windows starts" , it does not work for latest Beta version build #208 , it works on previous version #207 !
My setting done correctly but did not run when start up windows , my OS ~ win. Vista.

My download speed is a bit slow , average about 50KB/s !
Can someone advice how to increase the speed ??
Any setting ?
