you have 2 computers over a network (internet?)
HSG runs on computer A
from computer B you can watch the screen of A just using a browser

binds only the lan ip but not the wan?

it binds all network interfaces you have on your computer.
if you are behind a router, you have to configure your router.
this is true for every server software.
