Don't use 172.21.13.12 as that is your internal address.  For the outside world to get access, you need to use your external address which is 138.38.32.87.

.
Out of the two addresses you supplied, the one I mentioned was the external one and therefore the obvious choice.

There are many places you can check what your current external IP address is.

Here is one.  Go to this site to check -> http://checkip.dyndns.org/

Then use that address.

Things work for me now but the solo aproach did take time.
Using AOL/Windows-XP did have problems. Now I make sure to use any brower but AOL(but connecting via AOL to the internet)
OFF/ON   select on   then click the Browse word at the far right, that way you wil know if you can view the file you plan to share.

Example (for me is just a temp folder, will be gone when I sign off)
 http://192.168.1.2/Show%20rehearsals/   and the Port = 80

If you take a look at the content of the Menu (next to the Off/ On) when it  is opened you can see the IP address and many other options.

I must be lucky as I have an XP & ME units try & learn and make the program work, even with all the firewalls active.

Don't Give Up

...this IP address is your internal LAN IP . I cannot be accessed from the Internet ...
