UTF-8 filename handling

Hi Everyone,

I'm trying out the latest 2.3 BETA (285) under Windows 7 (English) but seems the server still need to use "AppLocale" to force running the server under certain language such as Japanese. Otherwise it simply skip the file (not displaying them).

I don't really need the Menu in other language but it's hard to change all the filename. Wish this problem can be solved in future release.
