Title: User Profile and adding users from list

I dont know but I tried looking in the settings but I can't find the option to import users from an excel list. Could you help me with this?
and is their a user group option that enables download only?

A) Import users from an Excel list = Not possible.
B) User group option that enables download only = Probably possible.
(Other users here, probably could give you more details about this)

By default, regular users can only download unless given permission to upload in the properties of a folder, either specifically to them or through them being a member of a group that has upload permission.  And that folder has to be tied to a real folder as it is not possible for anyone to upload to a virtual one.
