Try to navigate/page load while downloading a big file fast, and then. . . and then??? 
Server acts like it was set to off. 

Requires manual intervention to get unstuck.

I'd like to request a "watchdog" feature added for HFS2.4.  And/or, giving a "timeslice" to the UI per each x amount data sent.

This problem happens if navigate while big file download, and if the connection speed is really fast:
local lan gigabit,
gigabit internet subscription. 

A possible patch is a NetLimiter or other windows bandwidth management software,
Or, here's an outright guess:  Set server's Ethernet connection properties to 100/half
