What do percents mean in connection progress?

Rejetto, can you answer this? I think this will help everybody to find out why &RQ can not connect.

% changes from versions to versions

phase 0: DNS lookup (if it fails, &RQ uses a cached IP address)
1st phase is "try connecting"
2nd phase "connection established with login server"
the login server only redirects us to a second server, this is for load balancing

3rd phase is "we are logging in the login server"
4th phase is "the login server told us the address of the second server"
5th phase is "we are connected to the (second) server"
6th phase is "the server accepted us to log in"

 
to get the % just calculate PHASE/0.063
