Uploaded filename error under UTF-8

this is a new bug...
under UTF-8 template, all file uploaded with chinese names will be like:艰璇句欢澧炲己鐗?rar

suggestion about "log to files...":
while the same name file existed, hfs will replace the old one.This will make the log lost.
so i advice to write to the end instead or replace...

ummm.... i dont think utf-8 is for chinese characters... dont u need to use big something to show chinese characters...

build 80 support chinese under UTF-8 very well
the only problem is what i said above,
under gbk mode ,the filename uploaded is all right,but error in UTF-8 template,
so i think it's needed to encode or decode the filename ,while uploading...
