Upload page-refresh bug

I think its not a bug, but a flood risk for the server.

If i upload a file an come to the "Successfully uploaded" page, i can press F5 to reload the result page. And on every refresh the file will be uploaded again and again - server flooding.

Uploading a file for many times is server flooding?
Even if he wouldn't be able to use F5, he could make a script to upload a different file everytime, forever, while he is sleeping.
So, F5 is not the problem.
Consider your accounting policy.
