Speed limit for uploads broken.  Downloads are ok.

I think speed limit never was applied to uploads.
If it did in the past, please point me to a version.

I don't know rejetto.  I just assumed it was.  Seemed to me I tested a long time ago but maybe I'm wrong.  I just recently tested again and noticed it wasn't working for uploads and reported it here.   If speed limit should not apply to uploads, that's ok.  At least now for sure we know.

ok.
it seems to me that there's little interest around such limit.
most people have plenty of incoming speed.
