Maybe Skype uses your port 80 - look at your settings (Tools > Options > Advanced (at right) > Connection (again at right) > Unmark "Use port 80 and 443...." > OK > Restart Skype

when skype is turned off the problem is same. no one can open my page...

A lot of ISP's block port 80 (mine does), try another port if you haven't already.

No, its usually to prevent you from running servers :P

Just use a different port and it will work.

other application may use the port now , you can command netstat to check then kill the process!
