router & port problems / Help!!! Confused About True External IP Address!!

Hi,
I'm new here and first I'd like to say thanks too the great program builder.
Well, my problem is:
I use a router which gives me an address 192.168.0.101 (My router is D-Link). I tested it in browser, it worked OK.
Then I found my external IP address 58.xx.xx.xx, but it didn't work.
I checked my router and found something weird. In the Status page, I saw:
Local address : 10.10.163.167
Subnet Mask : 255.255.255.255
Peer address : 10.10.160.1
None of them is my external address!!!
And I don't have any idea about what Local address and Peer address mean.
It seems that my computer is behind a router and a bigger router which belongs to the ISP.
The ISP claims their service uses fiber cable.
But some years ago when I used ADSL, hfs worked fine without a glitch.
So please help.
