is there a way to get it to open PDF directly as if it were a link and not have it try to save the file

with acrobat installed , yes, without it, only with some pdf processor in php, asp, or server side action, and hfs is a server, but not with this feature, not yet....

but you could try some free web service , the funny thing is that even adobe provide such service....

It works.
I have the file extension added in menu -> other options -> open directly in browser
and the PDF opens in Acrobat Reader for me.

Is there another option you have to check to get the server to recognize the open in browser variables.

I tried adding *.pdf but it still gives me the save to dialog. Just for the heck of it I tried deleting *.jpg from the box but it still opens *.jpg directly. So its like nothing in that box effects it what so ever. I have tried resetting the server and web browser.

Would using a template bypass this option?

When you visit a website some where else that has .pdf files,
do they open via Acrobat reader in your browser ?
I'm not sure if this is proper, but I also have *.pdf listed in HFS
Menu > Other Options > MIME Types ?

that setting in HFS is just a "suggestion" for the browser.
HFS can't force it, your browser may decide or be configured to act differently...
