Developers / Design information required

First off let me say that I love this software. It does everything the way I like it rather than the way ICQ likes it. There is however one area which I think needs improvement. The interface. While it is possible to use themes to make it look nicer the interface itself cannot be modified.

I am not a developer but a deisgner and I would like to remake the entire interface but don't know where to start. Can someone please help.
