Title: Scrolling Marque

Hello. Ive searched around the forum a good bit and want to ask a noob question that i havent found. is there a way to put some sort of scrolling marque at the top of the page? or somewhere near the top? if someone could please help i would greatly appreciate it.... oh. it might be useful to know i use RAWR tpl. Thanks!

Use this HTML right after the body tag in all sections of the template:
