Cant find hfs file

I'm using windows 7, did it make the HFS file not appear? When I first install it, it not ask for install at any partition on my hard disk. Can you help me?

HFS doesn't require installation.
you download it, and run it directly where you downloaded it.
you can also move it, of course.
