Why can't I connect when I'm in Rome?

I have a Toshiba Portege, Windows XP and AOL.  I know connecting in Europe on a dialup is possible, because I've done it before, in Paris and in Venice.  But in Rome, after one step -- initializing modem -- my modem reads a busy signal.  I have told it to ignore dial tone -- nothing.  I have typed in a comma to pause it -- nothing.  I have checked the access numbers.  They're good.  

In short, I can't get on line.  I'm in the States now, but moving to Rome soon.  HELLLLPPP!!!

in italy you can get several free dialup service, they work fine, and you only have to pay for a normal phone call.
